Heat Cuts the 800m Freestyle as Debt-Hit Senegal Opens Africa's First Olympic Event

Organisers dropped the 800m freestyle and moved swimming earlier on the eve of the Youth Olympics because of Dakar's heat. The host is renegotiating billions in hidden debt, and several big swimming nations stayed away.

The day before the Youth Olympics began, the swimming programme had to be rewritten because the pools were too warm. World Aquatics told SwimSwam that high outdoor temperatures in Dakar had raised the water temperature in both the competition and training pools. The 800m freestyle was removed, every 400m race became a timed final, and morning heats moved from 11:00 to 10:00.

Senegal’s president, Bassirou Diomaye Faye, opened the Games at 19:57 on Saturday, according to the International Handball Federation. It is the first Olympic event held in Africa. About 2,700 athletes aged 14 to 17 will compete until 13 November in 153 medal events across 25 sports, the Associated Press reported.

What the heat took away

Forecast highs of 29 to 31°C and overnight lows near 27°C leave little room to cool the water. A swimmer entered in the 800m may be allowed to switch events so that each athlete still swims the required two. For the distance specialists it means one fewer chance at a medal.

The field is also thinner than the headline suggests. SwimSwam lists the United States, Australia, Canada, Britain, France, Germany, the Netherlands, Spain, Sweden, Denmark and Switzerland among the major swimming nations that have not entered. Swimming is one sport of 25, but it is the sport where the absences are most visible.

A host with money problems

Al Jazeera says Senegal is dealing with billions of dollars in previously undisclosed debt that brought repeated credit downgrades. The government is negotiating with creditors and the International Monetary Fund. The broadcaster describes a city that can feel half built, with exposed concrete and unfinished roads, and venues that have been refurbished rather than rebuilt. None of the sources gives a cost for the Games.

The IOC president, Kirsty Coventry, told Al Jazeera a country does not have to be wealthy to host, if the movement makes the Games less complex and more affordable by using existing venues. The delay was not the host’s choice: the event was due in 2022, and then-president Macky Sall asked for time after the pandemic, so it moved back four years.

What the Games still offer

None of this cancels the event. Four sports debut at the Games: Baseball5, wushu, the coastal rowing beach sprint and beach wrestling. More than 1,000 performers took part in the opening ceremony, and the Games are spread over Dakar, Diamniadio and Saly. The problems above sit inside a programme that is going ahead on schedule.

Politics at the edges

Russia sends 13 athletes under its own flag, the first time at an Olympic event since restrictions followed its 2022 invasion of Ukraine, the AP says. Al Jazeera reports that Ukraine’s public broadcaster refused to show the ceremonies for that reason. Six refugee athletes compete under their own flag.

Organisers have shown they will change the programme to protect athletes, and the World Aquatics changes came before a single heat was swum. The open question is how much a fortnight of heat can still alter, and what the bill for the Games will be once it is published.
